The short version: Regulators authorize PTFE nonstick coatings for cooking, and the FDA considers dietary migration from an intact coating negligible. The one clearly documented hazard from the pan itself is overheating an empty one. The scarier headlines are usually about PFOA, a processing aid phased out of US-made pans since around 2015, not the PTFE coating on a modern pan. Search “is nonstick cookware safe” and you land between two loud camps: blogs that call every coated pan “toxic,” and rebuttals that wave the whole question away as nonsense. Neither is quite right, and neither cites its work. This guide does something narrower and more useful: it tells you exactly what each regulator and research body actually concluded, keeps the confusing acronyms straight, and separates the risks you can control from the ones that only matter to certain households. The short answer
The U.S. Food and Drug Administration authorizes polytetrafluoroethylene (PTFE) for cookware and considers dietary migration from an intact coating negligible in normal use. Poison Control describes one clearly documented consumer hazard from the pan itself: fumes released when an empty pan is overheated. Separately, in December 2023 the International Agency for Research on Cancer (IARC, part of the WHO) classified PFOA, a processing aid once used to make PTFE and now phased out of U.S. production, as carcinogenic to humans. Those are three different statements about three different things, and the rest of this page keeps them apart.
First, untangle the acronyms: PTFE vs PFOA vs PFAS
Most of the confusion online comes from three initialisms getting blended into one scary blob. They are not the same:
- PTFE (polytetrafluoroethylene) is the fluoropolymer that forms the slick coating on the pan. Teflon is a brand name for it.
- PFOA (perfluorooctanoic acid) was a separate processing aid historically used to help manufacture PTFE. It is not the coating. Under an industry stewardship program coordinated with the EPA, PFOA has been phased out of U.S. production since around 2015, so nonstick pans made for the U.S. market today are manufactured without it.
- PFAS is the broad umbrella term (“forever chemicals”) that covers thousands of fluorinated compounds, including both PTFE and PFOA. Because headlines reach for the umbrella word, the coating on your pan and the phased-out processing aid get treated as identical. They are not.
Hold onto one sentence as you read the rest: the coating on a modern pan is PTFE; the compound in the cancer headlines is usually PFOA. Conflating them is the single most common way this topic gets reported wrong, in both the alarmist and the dismissive directions.
What the FDA says about nonstick
The FDA authorizes PTFE as a food-contact material for cookware. Its position is that an intact PTFE coating is expected to have negligible dietary migration under intended use, and that any tiny particles accidentally ingested are considered to pass through the body rather than being absorbed. When the FDA reviewed the authorized food-contact uses of PFAS more broadly, it found that only certain grease-proofing agents used on paper and paperboard, not cookware coatings, presented a potential dietary safety concern.
Reported fairly, the FDA’s position has limits worth naming out loud. It addresses normal dietary use. It does not speak to the fumes from an overheated pan, to manufacturing emissions, to disposal and environmental persistence, or to a consumer’s personal preference to avoid fluorinated polymers altogether. Those are real considerations the FDA’s food-contact review simply was not designed to answer, and we flag them so the “the FDA says it’s fine” shorthand does not get stretched past what the agency actually evaluated.
What IARC said about PFOA in 2023 (Group 1, and what that does and doesn’t mean)
In December 2023, IARC classified PFOA as “carcinogenic to humans” (Group 1) and PFOS as “possibly carcinogenic to humans” (Group 2B), with the evaluation published in The Lancet Oncology as Monograph Volume 135. Reported precisely: IARC based the Group 1 call on sufficient evidence in experimental animals combined with strong mechanistic evidence, while the evidence in humans was described as limited (relating to testicular and renal cell cancer).
Two pieces of context make that classification meaningful instead of misleading, and both matter. First, IARC evaluated PFOA, the processing aid phased out of U.S. pans, not the PTFE coating itself. Second, an IARC “Group 1” listing is a statement of hazard identification: it answers “can this substance cause cancer under some conditions,” not “how much risk does using a modern nonstick pan carry.” Hazard is not the same as exposure, and exposure is what determines personal risk. We are not downplaying the finding: IARC placed PFOA in its highest hazard category, and that is a serious call by the world’s leading cancer-research body. We are simply reporting what the category means and what compound it was applied to.
The real, documented risk: overheating an empty pan
If there is one risk from the pan itself that is clearly documented, Poison Control points to overheating. Above roughly 500°F (about 260°C), PTFE begins to break down and release fumes. Poison Control describes the result as “polymer fume fever,” colloquially “Teflon flu”: temporary, flu-like symptoms such as fever, chills, headache, and cough that typically appear several hours after exposure and resolve within a day or two.
The practical trap, per Poison Control, is that an empty pan left on high heat can reach that breakdown temperature within a few minutes. Food in the pan keeps the surface far below it, which is why routine cooking rarely gets anywhere near the threshold, but a forgotten empty pan preheating on high is exactly the scenario to avoid.
If you keep birds
The same fumes that cause temporary symptoms in people are a different order of danger to birds. The Environmental Working Group’s report “Canaries in the Kitchen” documents that fumes from overheated nonstick cookware can be rapidly lethal to pet birds, whose respiratory systems are extraordinarily sensitive. If you share your home with birds, the EWG’s findings are the most compelling reason to ventilate aggressively, or to skip PTFE cookware entirely and cook on something else.
Are scratched nonstick pans dangerous?
This is where alarmist and dismissive takes both overshoot. On the poisoning question, the FDA’s own note applies: ingested PTFE flakes are considered to pass through the body. So the reason to retire a scratched or flaking pan, according to America’s Test Kitchen and Caraway, is not that a few specks will poison you. It is that a damaged coating stops doing its job and can shed into your food, which is a performance and food-quality problem more than a toxicity one. How to use nonstick safely
Every item here is drawn from a named source, not from Cookloom’s own testing:
- Never preheat an empty nonstick pan, and cook on low-to-medium heat. Consumer Reports recommends this, and it keeps the surface well below the roughly 500°F point at which Poison Control says PTFE begins to break down.
- Ventilate, and keep PTFE away from pet birds. The EWG documents that overheated nonstick fumes can be rapidly lethal to birds.
- Replace a badly scratched or flaking pan. If you would rather skip PFAS altogether
For some cooks, the honest answer is that they simply prefer not to cook on a fluorinated polymer, whatever the regulators conclude. That is a legitimate values choice, and it is worth stating as exactly that rather than dressing it up as a safety mandate. If it is your choice, you have options. None of these are “safer” as a blanket claim we would make in our own voice; they are simply the routes available if avoiding PFAS is your priority.
What we can and can’t tell you
Because this is the page people land on when they are worried, it is worth being explicit about the line we hold.
What the sources let us say: Regulators authorize PTFE for cookware, and the FDA considers an intact coating low-migration in normal use. The clearest documented risk from the pan is overheating an empty one, per Poison Control. PFOA, the processing aid now phased out of U.S. pans, was classified carcinogenic to humans by IARC in 2023. Overheated fumes are dangerous to birds, per the EWG. And some cooks reasonably choose to avoid PFAS on principle.
What we will not say: We will not claim that any pan “gave” someone a disease, and we will not label nonstick either “toxic” or “perfectly safe” as an absolute. The science here is about hazard, exposure, and personal risk tolerance, and thoughtful people weigh those three things differently. Anyone telling you the answer is simple, in either direction, is selling you their conclusion rather than the evidence.
